Three contractor alliance provides roading solutions for Western Bay of Plenty roads

The 10-year Performance Based Contract encompasses the 150km of state highway and 1030km of local authority road networks located within the Western Bay of Plenty District Council region.

Over a decade ago, the Western Bay of Plenty District Council road network faced accelerating traffic growth, declining levels of service and escalating costs. The backbone network of three – now four – state highways managed by Transit (now NZTA) was in a stateof decline. Rapid growth in tourism and primary industry was increasing traffic volumes into the Port of Tauranga.

Inroads was an alliance partnership formed with WSP Opus as lead contractor, along with Downer and Transfield. The consultant-led, risk transfer arrangement under one contract was the first of its kind in New Zealand for road network management.

The collaborative approach encouraged flexibility, nurtured efficiency and facilitated innovation. The ability of all the partners to think outside the square resulted in creative cost-effective solutions that benefited everyone.

Inroads provided an innovative and successful solution. The contract was based as much on the trust, team work and communication between the parties involved as the sound engineering principles and construction techniques employed.

This is a project where all those involved had a good word to say and where money spent wisely saved millions.
